Governance, Roles, and Fit

This unit examines the organizational, policy, and practical context needed to scale citizen development and workplace automation. Students study governance models, stakeholder roles, risk-based guardrails, types of work suited to automation, tool readiness, and strategic choices (bottom-up vs top-down, create vs orchestrate) to prepare for designing and deploying solutions in later units.

Learning Objectives

• Analyze governance models and stakeholder roles by mapping the “cast of characters” and recommending an appropriate governance structure for a given citizen development scenario
• Evaluate candidate processes for automation by applying criteria (e.g., repetitiveness, rules-based logic, volume, risk) to prioritize at least three real-world tasks for low-code/no-code solutions
• Apply guidance and guardrail principles to design a basic policy checklist that addresses security, compliance, change control, and measurement for a citizen-developed application
• Demonstrate decision-making between development approaches (create vs orchestrate; bottom-up vs top-down) by producing an implementation plan that selects tools, explains trade-offs, and identifies the offices/functions most impacted
